Is the result legally binding?
No. LocalCheck reads the official plans and the BauNVO and tells you what they say for the plot. The building authority decides; the binding development plan always prevails over the land-use plan.
Do I need a permit to open a business?
Usually yes: a change of use (Nutzungsänderung) needs a building permit even without construction work, filed by a certified architect or engineer.
LocalCheck provides the planning-law starting point (Baugebiet, conditions, notes under BauNVO §§2–11). It does not replace the qualified professional who files the Baugenehmigung or Nutzungsänderung. The legally binding Bebauungsplan prevails.
